Tax compliance company Sovos has acquired Flowie, a Paris, France-based AI-powered platform for orchestrating finance and procurement operations.
Financial terms of the deal weren’t disclosed.
This is Atlanta-based Sovos’ second M&A deal in the last two weeks. It acquired Blue dot, an AI VAT intelligence and recovery platform headquartered in Tel Aviv, Israel, in mid-September.

With the addition of Flowie, Sovos is delivering the industry’s first compliant finance platform, said Sovos CEO Kevin Akeroyd.
“Pairing our tax compliance and regulatory data with Flowie’s agents means companies can run their business processes at agentic speed and still know, transaction by transaction, that they are compliant in every country in which they operate—lowering their cost and their risk at the same time,” he said in a statement on Oct. 1.
Flowie’s AI-native agents run finance and procurement business processes end-to-end without legacy software—including accounts payable, procure-to-pay, contracts, invoicing, collections, and vendor and customer onboarding. Flowie operates on top of virtually any enterprise resource planning system, and because its agents will draw from Sovos’ tax compliance and regulatory data, global businesses can ensure every transaction they process is compliant, wherever they do business, Sovos says.

Flowie’s AI agents remove the need for rules-based engines and point-and-click applications, according to Sovos. They understand a finance, tax compliance, or procurement goal, plan the steps, and take actions—without the months or years of custom API integration that connecting traditional software together has historically required.

The agents will work alongside Sovos’ Sovi Agent Studio, a set of pre-built compliance agents that handle tasks such as goods-and-service code mapping, e-invoice error diagnosis, and data reconciliation.
The combination of Sovos and Flowie will launch the Sovos Graph, a unified intelligence layer that sits beneath all Sovos applications and agents, mapping all the critical connections between business processes, systems, data sources, and the pertinent mandates and compliance rules that govern every transaction across a business, the company says.
The Sovos Graph consists of three core components:
- Entity network: A complete view of the suppliers, contractors, customers, and employees a business interacts with, and how they relate to one another across its ecosystem.
- Transaction intelligence: A unified view of a business’s buy-side and sell-side transactions, letting agents automate downstream work and catch upstream errors before they compound.
- Content and regulatory knowledge: Sovos’ proprietary dataset of tax rules, schemas, mandates, and jurisdictional requirements, kept current by hundreds of regulatory experts working alongside Sovi, Sovos’ AI, and connected directly to tax authorities.
