Dallas-based tax services firm Ryan said Tuesday it has formed a specialized tariff task force to help clients navigate the complex and often hidden tax implications of recent and proposed tariff changes under the Trump administration.
The financial impact of these policies can impact sales tax, property tax, and state income tax obligations, the firm said.

Led by Tony Gulotta, principal and practice leader of Ryan’s national tax team, the multidisciplinary task force brings together experts across the firm’s 100-plus global practice specialties to provide comprehensive guidance on tariff-related tax challenges.
“Many businesses focus solely on the face value of tariffs, missing the complex web of tax implications that can significantly amplify their financial impact,” Gulotta said in a statement. “A 25% tariff on imported materials doesn’t just increase costs—it fundamentally changes how those costs should be treated for property valuation, use tax determination and income tax calculations. Our task force helps clients understand and address these cascading effects.”
The task force conducts extensive research across all 50 states, developing jurisdiction-specific tax strategies to mitigate the financial impact of tariffs while maintaining full compliance, Ryan said. The team has prepared comprehensive legal analyses and collaborates with outside counsel to provide guidance for clients across industries, including:
- Energy companies facing tariffs on imported steel for infrastructure projects.
- Renewable energy developers navigating tariff impacts on solar arrays and battery storage facilities.
- Medical device manufacturers experiencing supply chain disruptions and increased tax burdens.
- Retailers implementing tariff surcharges that trigger additional sales tax obligations.
Ryan’s task force will also collaborate with the firm’s international duties and customs practices in Canada, the United Kingdom, and Australia to address cross-border concerns and identify tariff relief opportunities, according to a media release.
