The IRS said on Monday that Jarod Koopman is the agency’s new acting chief tax compliance officer, heading up enforcement efforts.
The announcement was made on the same day that Frank Bisignano, the commissioner of the Social Security Administration, was tapped by the Treasury Department to serve as the first-ever CEO of the IRS. Bisignano will continue in both roles under the Trump administration.

In this acting role, Koopman will oversee IRS compliance operations, including the Large Business and International division, Small Business/Self Employed division, Tax Exempt and Government Entities division, IRS Criminal Investigation unit, Office of Professional Responsibility, Return Preparer Office, and the Whistleblower Office.
Serving as an IRS-CI executive since 2016, Koopman led the creation and development of both the Cyber Crimes and Cyber and Forensics Services sections, serving as the director of each. Under his leadership, IRS-CI has significantly enhanced its capabilities, the agency said in a media release on Oct. 6.
“Jarod Koopman has been an invaluable member of IRS Criminal Investigation for more than 20 years and is highly respected as a global leader in cryptocurrency tracing and dark web investigations,” former IRS Commissioner Charles Rettig wrote in a post on LinkedIn on Monday.
Prior to his latest assignment in Washington, D.C., Koopman served as assistant special agent in charge of the Chicago field office and later as special agent in charge of the Detroit field office. In these roles, he was a key law enforcement leader for IRS-CI in Michigan and Illinois, overseeing numerous sensitive and high-profile investigations and managing the strategic direction of CI personnel, the IRS said.
In April 2010, Koopman was promoted to supervisory special agent for the Western District of New York. The following year, he was selected for the Accelerated Senior Leadership Program and transitioned to IRS headquarters as a senior analyst. During his time there, he worked under the direction of the national identity theft coordinator, contributing to the agency’s heightened focus on identity theft as a national priority in 2012.
A native of Upstate New York and a graduate of Nazareth University in Rochester, Koopman began his law enforcement career in 2002 after receiving training at the Federal Law Enforcement Training Center. He graduated from both FLETC’s Criminal Investigator Training Program and IRS-CI’s Special Agent Basic Training Program at the top of his class, according to the IRS.
Koopman’s work has also been recognized in the bestselling book Who is Government by Michael Lewis, and he was featured in the Washington Post series, Cyber Sleuth.
The IRS also announced on Monday that Stewart Pearlman will serve as Koopman’s acting deputy chief. Pearlman most recently served as the agency’s acting deputy chief operating officer. He previously spent more than 10 years in the Small Business/Self Employed division, working abusive trusts and helping to set up and train offer in compromise staff in Memphis, TN. He also established the IRS’s Affordable Care Act team in IT and served as the chief of staff for the agency’s chief information officer. Pearlman was the chief of staff for procurement from 2019 through 2025 before being named acting deputy COO.
